Is Brandon, FL Tap Water Safe? What Hillsborough County Residents Need to Know

Hillsborough County Public Utilities (HCPU) delivers water to Brandon and eastern Hillsborough County that meets all federal Safe Drinking Water Act requirements. The utility publishes annual water quality reports, monitors dozens of parameters, and maintains compliance with EPA drinking water standards. From a regulatory standpoint, Brandon's water is safe to drink.
That said, Brandon's water has characteristics that make it one of the more challenging residential water profiles in the Tampa Bay region. Understanding what's in your tap water — and what's not fully addressed by municipal treatment — lets you make informed decisions for your household.
Brandon's Water Quality Profile
Very high hardness: Brandon's tap water typically measures 14–20 grains per gallon (GPG) of calcium and magnesium hardness — among the highest in Hillsborough County. This is a consequence of the Floridan aquifer's limestone geology in eastern Hillsborough, where aquifer depth and rock composition produce particularly mineral-rich groundwater. Hard water isn't a health concern at these levels for most people, but it has significant effects on water-using appliances, plumbing fixtures, and the quality of showering and bathing water.
Chloramine disinfection: HCPU uses chloramines as the primary residual disinfectant. This is standard practice for large water utilities throughout Florida. Chloramines are effective at controlling bacterial growth throughout long distribution runs, but they create a distinct category of disinfection byproducts compared to free chlorine. Specifically, chloramines are associated with higher formation of certain halogenated DBPs including haloacetic acids and potentially N-nitrosodimethylamine (NDMA) under some conditions.
Chloramine residuals also cannot be removed by simply leaving water to sit out (as free chlorine can) or by standard carbon pitcher filters. Catalytic carbon filtration is required for effective chloramine removal — a reason why standard refrigerator filters and basic Brita cartridges have limited effectiveness for Brandon's water.
Total dissolved solids: Brandon's high hardness contributes to TDS readings typically between 300–500 mg/L in the tap water — well above the 50 mg/L that reverse osmosis produces. High TDS contributes to the flat, mineral taste that many Brandon residents find off-putting about their tap water compared to bottled water or water filtered through RO systems.
Lead in Brandon's Older Homes
Brandon's residential development spans several decades. Neighborhoods developed in the 1970s and 1980s — older Bloomingdale, the areas near original Brandon town center, and some Valrico-area subdivisions — may include homes with copper plumbing installed with lead solder, which was standard practice before the 1986 lead solder ban.
HCPU's distribution system itself doesn't use lead pipes, and the utility's water leaving treatment facilities contains negligible lead. However, lead enters water through contact with lead solder in in-home plumbing — particularly in the first flush of water from taps that haven't been used for several hours (while water sat overnight in contact with soldered joints). Chloramine disinfection can increase lead leaching rates from lead solder compared to free chlorine under certain water chemistry conditions.
For Brandon families in pre-1986 homes with children under 6 or pregnant household members, lead testing of actual tap water (not utility supply water) is a worthwhile $30–$50 investment that provides definitive information about in-home lead levels. If lead is detected, point-of-use RO provides filtration at the tap that removes lead regardless of in-home plumbing conditions.
Agricultural Runoff and Nitrates
Eastern Hillsborough County has agricultural heritage that continues today — vegetable farming, cattle operations, and nursery production in areas east of Brandon and into Plant City. Agricultural nitrates can infiltrate groundwater in agricultural zones. While HCPU monitors nitrate levels and they generally remain well below the 10 mg/L MCL in Brandon's service area, the proximity to agricultural activity is worth noting for well users on the eastern fringes of Brandon in more rural locations.
