Turn on a tap in Orlando and the water that flows out has been through an extensive treatment process before reaching you. For most Orlando residents, that process includes disinfection with chloramines — a combination of chlorine and ammonia that's become standard practice for large water utilities across Florida. Why Orlando Uses Chloramines

Orlando's water is supplied by the City of Orlando Utilities Commission and Orange County Utilities, both drawing primarily from the Floridan Aquifer. When raw water from the aquifer or surface blending is treated with traditional free chlorine, the chlorine reacts with naturally occurring organic compounds in the water to form Trihalomethanes (THMs) and Haloacetic Acids (HAAs) — a class of disinfection byproducts regulated by the EPA due to their association with increased cancer risk at sustained elevated exposure levels.

Chloramines — formed by combining chlorine with ammonia before distribution — produce significantly lower levels of regulated THMs and HAAs. That's the primary reason utilities switched: regulatory compliance and reduced disinfection byproduct formation in the distribution system. Chloramines are also more stable than free chlorine, maintaining residual disinfectant levels throughout long distribution networks more effectively.

The tradeoff is that chloramines form their own set of byproducts — Nitrosamines, Iodoacids, and a group called Haloacetonitriles — that are less well studied and not currently regulated at the federal level, though research interest is growing. They also have a characteristic taste and odor that some people find more persistent and unpleasant than free chlorine.

What Chloramines Mean for Your Water

For most healthy adults, chloramine-disinfected water at regulated levels presents no immediate health concern. The EPA's current maximum residual disinfectant level for chloramines is 4 mg/L (4 ppm), and most utilities including Orlando's maintain levels well below that threshold at the tap.

However, several specific situations call for chloramine removal:

Kidney dialysis patients: Chloramines must be removed from water used in dialysis machines — standard carbon filtration is not sufficient. Dialysis centers have specialized treatment equipment for this reason. Home dialysis patients should work with their care team on water treatment requirements.

Aquarium fish and reptiles: Chloramines are toxic to fish and many aquatic animals at levels present in treated tap water. Unlike free chlorine, which dissipates from standing water within 24–48 hours, chloramines do not off-gas. Standard dechlorinating drops don't work — you need a dechlorinator specifically labeled for chloramines.

Homebrewing beer and brewing specialty beverages: Chloramines react with phenolic compounds during fermentation to create chlorophenols — compounds that produce a distinctive medicinal, band-aid-like off-flavor even at very low concentrations. Brewers in Orlando consistently encounter this problem without proper water treatment.

Skin and respiratory sensitivity: Some individuals, particularly those with eczema, psoriasis, or asthma, report sensitivity to chloramine exposure during bathing and showering. Research on this relationship is ongoing, but the mechanism is plausible — chloramines can be absorbed through skin and inhaled as vapor during hot showers.

Nitrosamines: The Emerging Concern

The disinfection byproduct that's getting the most research attention in chloraminated systems is N-Nitrosodimethylamine (NDMA) — a probable human carcinogen that forms when chloramines react with certain nitrogen-containing compounds. NDMA levels in most chloraminated systems, including Orlando's, typically stay well below the health advisory threshold, but the compound has no current enforceable MCL. The EPA's drinking water health advisory for NDMA is 10 nanograms per liter (ng/L) — a threshold so low it's measured in parts per trillion.

Point-of-use reverse osmosis systems have been shown to reduce NDMA levels, though not eliminate them entirely, due to the compound's relatively small molecular size. Activated carbon, while effective for many contaminants, provides inconsistent removal of NDMA.

Addressing Chloramines at Home

The most effective approach to chloramine removal depends on the application:

Shower-specific filters: Vitamin C (ascorbic acid) shower filters neutralize both free chlorine and chloramines effectively, providing a low-cost point-of-use option for those primarily concerned about skin and respiratory exposure during bathing.

The City of Orlando Utilities Commission and Orange County Utilities both publish annual Consumer Confidence Reports (CCRs) detailing measured contaminant levels, disinfectant residuals, and compliance status. These are available on the utilities' websites and provide specific data on THM and HAA levels measured at various points in the distribution system — useful for understanding which contaminants are actually present in your area's water, rather than relying on averages.
