Clearwater, Florida sits on the Pinellas peninsula — a narrow strip of land between Tampa Bay and the Gulf of Mexico with no significant local freshwater sources. Pinellas County Utilities imports virtually all of its water from Tampa Bay Water, the regional wholesale supplier that draws from the Floridan aquifer, surface water from the Hillsborough River, and Tampa Bay desalination. What arrives at Clearwater taps after treatment is hard, chloramine-treated water that ranks among the most mineral-laden in the entire Tampa Bay region.

Typical Clearwater tap water measures 12–18 grains per gallon (GPG) of hardness — the "very hard" range. TDS readings commonly reach 350–500 mg/L. For a city of roughly 115,000 people in one of Florida's densest counties, the implications are significant: scaled appliances, shortened fixture life, chloramine residuals that standard carbon filters don't fully remove, and drinking water that many residents simply don't enjoy straight from the tap.

Why Pinellas County Water Is So Hard

The Floridan aquifer's limestone geology is the root cause. As groundwater percolates through carbonate rock formations thousands of feet deep, it dissolves calcium and magnesium. Tampa Bay Water's treatment processes remove contaminants and pathogens but don't remove hardness — that would require large-scale softening infrastructure that few municipal systems implement. So hardness minerals arrive at your tap essentially intact.

The desalination component of Tampa Bay Water's supply adds a different mineral profile — higher sodium and chloride than pure aquifer water — though this makes up only a fraction of the total supply. The blended result is still primarily hard aquifer water with chloramine disinfection.

The Chloramine Challenge in Clearwater

Pinellas County Utilities uses chloramines for distribution system disinfection. This creates the same challenge found across Florida: standard carbon block filters (refrigerator filters, Brita pitchers, basic faucet filters) don't effectively remove chloramines. They work well on free chlorine but fall short on chloramine reduction.

Clearwater has a significant number of homes built in the 1950s through 1970s — particularly in neighborhoods like Coachman Ridge, Imperial Cove, and older downtown areas. Homes built before 1986 may have plumbing with lead solder joints connecting copper pipes. Lead solder was banned in plumbing applications after 1986, but it remains in place in older homes that haven't had full replumbing.

Chloramine disinfection can increase lead leaching from older plumbing compared to free chlorine. This is not hypothetical — it was documented dramatically in the Washington D.C. water crisis of the early 2000s, where a switch to chloramines preceded elevated lead levels in older homes. For Clearwater families in pre-1986 homes, RO filtration provides meaningful protection against lead exposure at the point of use.
