Gibsonton Tap Water Safety: What Hillsborough County Public Water and Well Users Should Know

Gibsonton's water supply situation is more varied than in a typical Tampa suburb. The community's Alafia River corridor geography, mix of older homes and newer development, and range of lot sizes means that some residents draw from Hillsborough County's public water system while others are on private wells connecting to the Floridan Aquifer. Each source has distinct safety characteristics — and the appropriate response to each differs significantly.
This guide addresses both groups: what's in the public water and what's in the well water, and what each population should consider for household safety.
Public Water in Gibsonton: Hillsborough County Utilities
Hillsborough County Utilities serves the portions of Gibsonton connected to public water. The supply originates from Tampa Bay Water's regional blend — a combination of Hillsborough River surface water, Floridan Aquifer groundwater, and Tampa Bay desalinated water, treated and distributed through the county's network.
Chloramine disinfection. Tampa Bay Water uses chloramine as its residual disinfectant. Chloramine is more persistent in distribution mains than free chlorine, which is why large systems favor it for the final miles of pipe between treatment plant and tap. For Gibsonton, which sits at the southeastern edge of Hillsborough County's distribution network, water may have significant transit time — more time for chloramine to react with organic matter and form disinfection byproducts.
Disinfection byproducts. The distance from treatment facilities and Florida's warm water temperatures contribute to DBP formation. Trihalomethanes and haloacetic acids regulated by EPA at 80 µg/L and 60 µg/L respectively are the primary categories. NDMA — an unregulated probable human carcinogen that forms preferentially in chloraminated systems — is also present at measurable levels in most large chloraminating distribution systems like Hillsborough County's.
PFAS. Gibsonton's public water reflects the PFAS profile of the regional supply — including documented detections from Tampa International Airport AFFF use and the Alafia River watershed's industrial history. The 2024 EPA MCLs represent a new floor for utility compliance, but household-level treatment provides additional protection for sensitive populations.
Hardness. The Floridan Aquifer component of Tampa Bay Water's supply contributes moderate hardness — typically 8–14 GPG at the tap in Hillsborough County's distribution area. This is harmless in health terms but creates scale accumulation in water heaters, dishwashers, and plumbing fixtures over time.
Well Water in Gibsonton: Floridan Aquifer Chemistry
Gibsonton properties on private wells tap the Floridan Aquifer — a deep limestone formation that produces water with a characteristic chemistry profile quite different from public supply.
Hardness and mineral loading. The Floridan Aquifer beneath southeast Hillsborough County typically delivers water in the 14–22 GPG hardness range — very hard to extremely hard. This is among the most scale-forming water in the state. Without treatment, scale accumulates quickly in water heaters (reducing efficiency dramatically), shower heads (clogging within months), and any fixture that contacts the water.
Iron. Iron concentrations of 0.5–3+ mg/L are common in Floridan Aquifer wells in this area. At the lower end, iron staining on sinks and toilets is the primary symptom. At higher concentrations, orange water from the tap, metallic taste, and significant staining on laundry and irrigation equipment become problematic. The EPA secondary standard for iron is 0.3 mg/L — most untreated Gibsonton wells exceed this level.
Hydrogen sulfide (H₂S). The characteristic rotten egg odor of some Florida well water comes from hydrogen sulfide dissolved in the Floridan Aquifer. Concentrations vary by well depth and local geology. At even low levels (0.1 mg/L), the odor is noticeable and unpleasant; at higher concentrations it can be strong enough to be detected before reaching the tap.
Bacteria and agricultural runoff. Gibsonton sits adjacent to areas with agricultural land use and the Alafia River corridor. Wells in this geography should be tested annually for total coliform bacteria, E. coli, and nitrates. Private wells don't have the continuous treatment and monitoring that public water systems do — the testing responsibility falls to the homeowner.
PFAS in well water. Aquifer PFAS contamination from industrial activity in the Alafia watershed is a relevant consideration for Gibsonton well users. Unlike public water systems, private wells aren't subject to EPA monitoring requirements — well owners must test independently to know their PFAS exposure level.
Effective Treatment for Each Water Source

Whole-house catalytic activated carbon (CAC) filtration addresses chloramine and DBPs throughout the home. An under-sink reverse osmosis system handles PFAS, NDMA, and residual DBPs in drinking and cooking water. A water softener addresses hardness that affects appliances and plumbing.

A comprehensive water test is the essential starting point — testing for hardness, iron, pH, hydrogen sulfide, bacteria, nitrates, and PFAS establishes what's present and at what concentrations. Treatment typically involves a multi-stage system: iron/H₂S oxidizing filter → water softener → UV disinfection → under-sink RO for drinking water. The exact sequence depends on what the water test reveals.
