JEA (Jacksonville Electric Authority) serves over 400,000 water customers across Jacksonville and parts of surrounding counties — one of the largest municipal water systems in the southeastern United States. Like most large Florida utilities, JEA treats its water supply with chloramines, a disinfection method that keeps water safe through the city's vast distribution network while complying with EPA regulations on disinfection byproducts. Here's what Jacksonville residents need to understand about chloramines in their tap water.

JEA's Disinfection Challenge: Scale and Distance

Jacksonville's sheer geographic scale creates a unique water distribution challenge. At 874 square miles, Jacksonville is the largest city by land area in the contiguous United States. Water leaving JEA's treatment plants must travel through hundreds of miles of distribution pipe to reach every corner of the service area — from the urban core to Mandarin, from Baldwin to the Beaches.

Free chlorine dissipates within hours in the distribution system, making it difficult to maintain safe residual levels in the far reaches of such a large service area without using extremely high initial doses (which would create unacceptable taste and byproduct issues). Chloramines solve this problem: they're more stable, maintaining disinfectant activity much longer in distribution pipes. For a system Jacksonville's size, chloramines are essentially necessary from a public health standpoint.

The Chemistry of Chloramine Concerns

Chloramines are created by reacting chlorine with ammonia at specific ratios. The dominant form in drinking water disinfection is monochloramine. While chloramines dramatically reduce the trihalomethanes (THMs) and haloacetic acids (HAAs) that free chlorine produces, they create their own set of water quality considerations:

Nitrosamine formation: When chloramines react with certain nitrogen-containing organic compounds in water, they can produce nitrosamines — including NDMA (N-nitrosodimethylamine), a probable human carcinogen. NDMA forms more readily in chloramine systems than in free chlorine systems, and while EPA has not yet established a formal MCL for NDMA, it's an area of active regulatory attention. Rubber degradation: Chloramines are chemically aggressive toward rubber and many elastomers in ways that free chlorine is not. Inside Jacksonville homes, this manifests as premature failure of rubber washers, O-rings, and gaskets in faucets, toilet fill valves, and supply hose connections. It's not unusual for Jacksonville homeowners to find themselves replacing toilet flappers and faucet washers more often than expected — chloramines are typically why.

Persistence and off-gassing: Unlike free chlorine, which readily off-gases from water left sitting in an open container, chloramines are more persistent. Leaving tap water out overnight doesn't remove chloramines the way it reduces free chlorine. This means pitcher-of-water methods that work for chlorine don't work for chloramine removal.

Older housing stock: Jacksonville's neighborhoods range from post-Civil War historic districts to 1950s–1970s suburbs to modern developments. Older homes — particularly those in the Riverside, Avondale, San Marco, and Springfield historic neighborhoods — may have galvanized steel pipes or lead solder that interact with chloramine chemistry differently than modern materials. Chloramines can affect lead leaching from older solder in ways that concern water quality researchers. If your Jacksonville home dates to before 1986, consider lead testing your tap water.

Military community awareness: A significant portion of Jacksonville's population has connections to NAS Jacksonville or Mayport. Military family members — particularly those living in older base housing — should be aware of both PFAS and chloramine water quality issues and consider filtration accordingly.

Home fermenters and brewers: Jacksonville has a thriving craft culture, including home brewers, fermenters, and kombucha makers. Chloramines interfere with fermentation and cannot be removed by boiling or aerating water. Campden tablets (potassium metabisulfite) neutralize chloramines and are the standard solution; alternatively, filtered or RO water eliminates the variable entirely.
