Chloramine Contaminants in Naples Municipal Water — Collier County's Disinfection Chemistry

Naples municipal water has an interesting characteristic that distinguishes it from many other Florida cities: the primary supply goes through reverse osmosis treatment at the plant level, reducing many minerals and contaminants before distribution. But that RO-treated water still requires disinfection through the distribution system — and Collier County and City of Naples utilities use chloramines as the residual disinfectant, creating the same set of challenges found throughout Florida's municipal water systems.

How Naples Gets Its Water

The City of Naples Utilities operates the Reverse Osmosis Water Treatment Plant, which treats water from the Hawthorn Group (Lower Tamiami) aquifer using nanofiltration/RO technology. Collier County Water-Sewer District similarly uses reverse osmosis treatment for its supply from the same aquifer zone. This plant-level RO dramatically reduces hardness, dissolved minerals, and many contaminants in the source water before it enters the distribution network.

The result: Naples municipal water has notably lower hardness than the raw groundwater would suggest — typically 3 to 8 GPG after RO treatment, compared to the 15–25 GPG of untreated Floridan Aquifer water. This is one of the reasons municipal Naples water has a different character than well water in the same area.

After RO treatment, the water is remineralized (to restore some alkalinity and prevent corrosion of distribution pipes), pH-adjusted, and then disinfected with chloramines before entering the distribution network that serves homes throughout Naples and the surrounding communities.

Chloramines in Naples Distribution Water

The chloramine profile in Naples distribution water is similar to other large Florida utilities: total chlorine (measuring the chloramine residual) typically reads 1.5–3.0 mg/L at various monitoring points. Chloramines are maintained at this level to provide residual disinfection protection through the distribution network.

For Naples homeowners, the relevant implications of chloramine disinfection are:

Taste and odor. Chloramines in treated RO water may be more noticeable than in higher-mineral water because there are fewer competing dissolved solids to mask the chemical character. Some Naples residents describe their municipal water as tasting flat or slightly medicinal despite its low mineral content.

Harder to remove than chlorine. Because Naples uses chloramines rather than free chlorine, standard activated carbon pitcher filters and basic inline filters don't adequately remove the disinfectant. Catalytic activated carbon is required for meaningful chloramine reduction.

Disinfection byproducts. Even in RO-treated source water, chloramines react with any remaining trace organic matter to form disinfection byproducts. The levels are generally lower than in utilities without plant-level RO treatment, but they're non-zero — TTHMs and HAA5s are present and reported in Collier County's Consumer Confidence Reports.

Lead from household plumbing. Chloramine-treated water, like all disinfected municipal water, is more aggressive toward lead-containing plumbing materials than untreated water. Older Naples homes and condominiums with pre-1986 plumbing may have elevated lead at the tap from lead solder leaching, even though the utility's supply water is very low in lead.

What Naples Municipal Water Customers Need

Given the low mineral content of plant-level RO-treated water, Naples municipal customers generally don't need whole-house water softening (though those in the outer distribution areas may see higher hardness from remineralization). The primary treatment needs are:

Catalytic carbon filtration for chloramine and disinfection byproduct removal. A whole-house catalytic carbon system removes chloramines at every tap and shower, addressing taste, odor, and byproduct concerns throughout the home.

Under-sink reverse osmosis for drinking water provides the highest level of protection — removing chloramines, any trace disinfection byproducts, lead from household plumbing, and any other trace contaminants that make it through both the plant treatment and the distribution system. For Naples households with older plumbing or young children, RO drinking water is the strongest recommendation.
