When Bay County Utilities treats and distributes water to Panama City homes, the final step before entering the distribution network is disinfection with chloramines — a stable compound formed from chlorine and ammonia that maintains killing power further through the system than free chlorine alone. This is standard practice across Florida's larger water utilities, and it keeps distribution water microbiologically safe. But chloramine disinfection comes with tradeoffs that Panama City residents should understand.

What Are Chloramines and Why Does BCU Use Them?

Free chlorine was the original water disinfectant — simple, effective, and widely understood. The problem identified in the 1970s: chlorine reacts with naturally occurring organic matter in source water (humic acids, fulvic acids from plant decomposition) to form trihalomethanes (TTHMs) and haloacetic acids (HAAs) — carcinogenic compounds regulated by the EPA.

Different taste and smell profile: Free chlorine in tap water smells somewhat like a swimming pool — a clean, sharp chemical smell. Chloramines have a different character: sometimes described as "more chemical," occasionally as slightly medicinal. The specific character can vary based on chloramine concentration and interaction with pipe materials. Some Panama City residents notice it immediately; others find it less perceptible.

It doesn't go away on its own: Free chlorine volatilizes from water relatively quickly.
