Why ECUA Uses Chloramines
For most of the 20th century, utilities relied on free chlorine. But as distribution systems grew longer, a problem emerged: free chlorine reacts with naturally occurring organic matter to form trihalomethanes (THMs), which the EPA now regulates for their carcinogenic potential. The Trade-Off: Chloramine's Own Byproducts
Chloramines create their own disinfection byproducts — most notably haloacetic acids (HAAs) and potentially nitrosamines. Beyond regulated byproducts, they present practical household problems:
Taste and odor persistence: Chloramines don't dissipate from water the way free chlorine does. You can leave chlorinated water on the counter and the chlorine largely off-gases in a few hours. Chloramines stay bound in solution — which is why the taste persists even in refrigerated water.
Incompatibility with standard carbon filters: A Brita pitcher or basic activated carbon filter reduces free chlorine very effectively. It does relatively little for chloramines. Chloramine molecules require either catalytic carbon (specifically engineered to break the chloramine bond) or very high contact time with standard carbon.
Aquarium and medical equipment risks: Chloramines are lethal to fish. Patients who use home dialysis equipment must use chloramine-free water — standard dechlorination tablets don't work for chloramines.

Vitamin C filtration: Vitamin C (ascorbic acid) neutralizes both chlorine and chloramines. Some shower filter products use this approach — less comprehensive than catalytic carbon for whole-house use but effective for point-of-use applications.
