Per- and polyfluoroalkyl substances — PFAS, often called "forever chemicals" — have emerged as one of the most significant drinking water concerns in the United States. What PFAS Are and Why They Matter

Their defining characteristic is extreme chemical stability — carbon-fluorine bonds are among the strongest in chemistry, which is why PFAS resist heat, water, oil, and degradation. That same chemical stability is what makes PFAS a water quality problem. Once in the environment, PFAS don't break down into harmless compounds. At sufficient exposure levels, certain PFAS compounds are associated with kidney and testicular cancers, thyroid disruption, elevated cholesterol, immune system effects, and developmental impacts in infants and children.

In 2024, the EPA finalized maximum contaminant levels (MCLs) for six PFAS compounds in drinking water — with PFOA and PFOS set at 4 parts per trillion (ppt), and PFNA, PFHxS, GenX, and a combined PFAS mixture also regulated. These are among the most stringent drinking water standards the EPA has ever set, reflecting the agency's assessment of PFAS health risks.

The NAS Pensacola Connection

Naval Air Station Pensacola is the Navy's primary aviation training installation and has been continuously operational since 1914. The installation covers nearly 5,000 acres along Pensacola Bay and Escambia Bay. Decades of flight training, emergency response drills, and maintenance operations involved the repeated use of AFFF — which historically contained PFOS and PFOA at high concentrations.

AFFF use at military installations has contaminated groundwater at dozens of bases nationwide. The U.S. Department of Defense has investigated and mapped PFAS plumes at NAS Pensacola and surrounding areas. Escambia Bay, Pensacola Bay, and portions of the shallow aquifer near the installation have documented PFAS contamination from historical AFFF use.

For Pensacola residents, the concern extends in two directions. First, private well owners in areas of Escambia County where PFAS plumes have migrated may have PFAS-contaminated well water. Second, municipal utility customers should understand whether ECUA's source water is affected and how ECUA is monitoring and responding to the EPA's new MCLs.

Private Wells: The Higher-Risk Scenario

Pensacola-area private well owners near NAS Pensacola, areas east of the bay, or anywhere in the documented PFAS plume footprint should test their well water specifically for PFAS. Standard basic water tests don't include PFAS — it requires a specialized EPA Method 533 or 537.1 test panel, available through accredited laboratories.

The Florida Department of Environmental Protection (FDEP) and Escambia County have conducted outreach to private well owners in areas of concern, and some residents have been offered free testing. If PFAS are detected in your well water, a reverse osmosis system at the point of use for drinking and cooking is the most effective residential treatment. NSF/ANSI 58-certified RO systems reduce PFAS to non-detectable or near-non-detectable levels. Activated carbon filters (including pitcher filters) provide partial reduction but are not as reliable or complete as RO for PFAS removal.

City Water Customers: What ECUA Is Doing

ECUA is subject to the EPA's new PFAS MCLs and must test its water using EPA-approved methods. The utility's Consumer Confidence Report includes testing data; Pensacola residents can also review testing results through the EPA's PFAS monitoring database as utilities submit their results.

Even if ECUA's treated municipal water meets the EPA's new MCLs, some residents may want an additional layer of protection at the tap. A reverse osmosis system under the kitchen sink is the standard solution — it provides PFAS reduction independently of utility performance and doesn't rely on distribution system integrity between the plant and your faucet.

Children and PFAS: Why the Young Are Most Vulnerable

Regulatory limits for PFAS in drinking water are set with particular attention to the most sensitive populations — infants and children. PFAS have been detected in breast milk, and formula-fed infants whose formula is mixed with PFAS-contaminated tap water receive concentrated doses relative to their body weight. The developing immune system and endocrine systems of young children are more susceptible to the disrupting effects of PFAS than adult physiology.
