Pensacola Tap Water Safety: What Escambia County Utility Customers Should Know

Pensacola's municipal water supply is managed by the Emerald Coast Utilities Authority (ECUA), which serves approximately 300,000 customers across Escambia County. ECUA draws from a combination of surface water from the Escambia River and groundwater from the Floridan Aquifer. If you're on city water in Pensacola, your tap water meets EPA standards — but "meets standards" doesn't mean "free of concerns."
Where Pensacola's Water Comes From
ECUA operates multiple water treatment and production facilities serving Pensacola and surrounding communities. The surface water component from the Escambia River requires conventional treatment — coagulation, flocculation, sedimentation, filtration, and disinfection. The Floridan Aquifer wells require different treatment focused primarily on disinfection and hardness management.
The blended supply results in water that's treated to remove turbidity, organic compounds, and pathogens — but the treatment process itself introduces byproducts worth understanding.
Chloramines: The Primary Disinfectant
Like most large Florida utilities, ECUA uses chloramines (a combination of chlorine and ammonia) as its primary residual disinfectant rather than free chlorine alone. Chloramines are more stable than chlorine and don't dissipate as quickly through the distribution network — meaning water at the far end of the system still has meaningful disinfectant residual when it reaches your tap.
The tradeoff: chloramines are harder to remove than free chlorine. Standard activated carbon filtration removes free chlorine very effectively, but removes chloramines more slowly and less completely. This matters if you're using a pitcher filter or a simple countertop carbon unit to treat your tap water.
For complete chloramine removal, you need either a high-contact-time catalytic carbon filter (like KDF-55 combined with catalytic carbon media), a whole-house carbon system with adequate flow contact time, or a reverse osmosis system (which removes chloramines via the combination of pre-carbon and the RO membrane).
Chloramines also react with organic matter in water to form disinfection byproducts (DBPs), including haloacetic acids (HAAs) and trihalomethanes (TTHMs). ECUA tests for these regularly and publishes results in its annual Consumer Confidence Report — but levels can vary by season and location within the distribution system.
PFAS: The Pensacola-Specific Concern
Pensacola carries a higher-than-typical PFAS risk compared to most Florida cities, due primarily to the presence of Naval Air Station Pensacola — one of the largest military installations in the southeast and a training hub for naval aviation. Military air stations historically used AFFF (aqueous film-forming foam) containing PFAS compounds for aircraft fire suppression exercises, and NAS Pensacola is no exception.
PFAS contamination from military bases has affected groundwater in multiple areas around Pensacola. While ECUA treats its source water and tests for PFAS, the proximity of contamination plumes to some groundwater sources represents an ongoing concern. The EPA's 2024 maximum contaminant levels (MCLs) for PFAS — set at 4 parts per trillion (ppt) for PFOA and PFOS — are among the most stringent water quality standards ever set. Even utilities that previously tested "below detection" are now required to use more sensitive analytical methods.
ECUA's Consumer Confidence Report, available on the ECUA website, provides the most current testing data. For complete PFAS removal from drinking water, a reverse osmosis system is the most reliable residential option — RO membranes remove PFAS compounds to non-detectable levels.
Hardness and Scale in Pensacola City Water
Pensacola's blended water supply — mixing surface water and Floridan Aquifer groundwater — results in moderate hardness, typically in the range of 6 to 10 grains per gallon (GPG). This is harder than rainwater but significantly softer than water in central Florida limestone country.
At 6-10 GPG, you'll notice some scale on shower glass and faucet aerators over time, and water heater efficiency will decline gradually. It's not the aggressive scaling of 18+ GPG well water, but it does affect appliance longevity and can affect the feel of shower water and the efficiency of soaps and detergents.
The Distribution System Factor
Even well-treated water can pick up issues in older distribution pipes or building plumbing. Older Pensacola homes with copper pipes can see elevated copper in first-draw water, especially if water has sat in pipes overnight. Lead solder in homes built before 1986 is a potential concern in older neighborhoods. The EPA's Lead and Copper Rule requires testing at the tap — not just at the treatment plant.
If you have concerns about plumbing in an older Pensacola home, flush the cold tap for 30-60 seconds in the morning before using water for drinking or cooking, and consider a pitcher or under-sink filter with verified NSF/ANSI 53 certification for lead reduction.

Chloramine removal: A catalytic carbon whole-house filter or under-sink filter with adequate contact time significantly improves taste and eliminates the slight chemical smell that's common in chloraminated water.

Scale reduction: At 6-10 GPG, a whole-house water softener or template-assisted crystallization (TAC) scale prevention system is worth considering for appliance protection and improved water feel.
