PFAS Forever Chemicals in Spring Hill, FL Drinking Water

Spring Hill is Hernando County's largest community — a sprawling suburban landscape that grew rapidly through the 1980s and 1990s as Tampa-area residents sought affordable space north of the metro. Most of Spring Hill's water comes from Hernando County Utilities, drawing from the Floridan Aquifer. The aquifer delivers extraordinarily hard water — Spring Hill is among the few areas in Florida where water hardness regularly exceeds 20 to 30 GPG — and it's increasingly clear that Florida's aquifer systems are not immune to PFAS contamination.

How PFAS Reached Florida's Aquifer

The Floridan Aquifer is a confined aquifer system — it's protected from surface contamination by clay layers above it, which is why it historically produced relatively clean water. But PFAS are different from conventional contaminants in ways that matter for even deep aquifer systems:

Long-distance groundwater transport: PFAS compounds are highly mobile in groundwater — they don't bind strongly to soil particles and move at rates approaching groundwater flow itself. Contamination sources miles away can contribute to aquifer PFAS levels.

Recharge zone vulnerability: The Floridan Aquifer recharges through sinkholes, sinkhole lakes, and other karst features scattered across central Florida. These recharge zones allow direct surface water entry to the aquifer — and with it, surface water PFAS contamination.

Statewide military contamination legacy: Florida has more military PFAS contamination sites than almost any other state. Brooks City-Base, MacDill, Avon Park, Eglin, and numerous other installations have contaminated both surface and groundwater with PFAS from AFFF foam use. The aquifer connections across Florida mean that contamination from one site can migrate toward others over time.

Brooksville's proximity considerations: Brooksville Army Airfield (KSRQ adjacent) and various aviation facilities in Hernando County have historically used AFFF. Monitoring of Hernando County water systems has found PFAS compounds in finished water samples, consistent with statewide patterns.

Spring Hill's Consumer Confidence Report and PFAS Data

Hernando County Utilities publishes an annual Consumer Confidence Report (CCR) that includes PFAS monitoring results under the EPA's Unregulated Contaminant Monitoring Rule (UCMR). Spring Hill residents can access this report on the county utilities website.

Prior to the EPA's 2024 final rule, utilities reported PFAS under UCMR5 with detection thresholds that don't necessarily align with the new health-based limits of 4 ppt for PFOA and PFOS. Results listed as "below detection limit" under old thresholds may still represent PFAS levels above the new 4 ppt MCL when measured with more sensitive instrumentation.

The compliance deadline of 2029 means utilities don't have to achieve the new limits immediately — but residents who want protection now shouldn't wait for the utility to reach compliance.

The Compounded Water Quality Challenge in Spring Hill

Spring Hill's water quality challenges compound upon each other in ways that make comprehensive filtration particularly valuable:

  • Extreme hardness (20–30 GPG): Scales appliances aggressively, affects taste, and damages plumbing fixtures
  • Chloramine disinfection: Creates haloacetic acid disinfection byproducts; degrades rubber plumbing components
  • Hydrogen sulfide (H₂S): Some Spring Hill areas, particularly near sinkhole geology, have detectable sulfur odor in groundwater
  • PFAS contamination: Present at measurable levels in Hernando County water systems

A single filtration approach can't address all of these simultaneously. The typical recommendation for Spring Hill:

  1. Whole-house water softener: Addresses hardness throughout the home — protects appliances, plumbing, and fixtures
  2. Whole-house carbon filtration: Removes chloramines, H₂S, and improves whole-house water quality
  3. Under-sink RO system: Delivers the highest-purity drinking water — removes PFAS, softener sodium, nitrates, and any remaining dissolved contaminants

This three-tier approach is more involved and higher investment than a single filter, but it's the appropriate response to Spring Hill's compound water quality challenges.

RO in Extremely Hard Water: What to Expect

At 20–30 GPG, Spring Hill's water is genuinely extreme for RO membrane operation. Without softening upstream, RO membranes in this water face rapid calcium carbonate scaling that dramatically shortens membrane life. This is why water softening before the RO system is strongly recommended rather than optional in Spring Hill.

With proper pre-treatment (softener + carbon pre-filter), an RO membrane in Spring Hill can achieve 3–5 years of effective service life. Without it, expect membrane replacement every 12–18 months.
