The Peace River System and Chloramine Treatment

The City of Punta Gorda Utilities draws from the Peace River Manasota Regional Water Supply Authority, which operates a surface water intake from the Peace River and an off-stream reservoir in southern DeSoto County. This system serves Charlotte, Sarasota, and DeSoto counties with treated surface water blended with Floridan Aquifer groundwater.

Peace River water carries the accumulated inputs of its entire watershed: agricultural runoff from Polk County's phosphate mining operations and citrus groves, nutrients from sugarcane fields in Hardee County, organic matter from wetlands throughout the watershed. When this organically rich water is disinfected with chloramine — the combined chlorine-ammonia disinfectant used throughout the system — the resulting chemistry creates a spectrum of disinfection byproducts that standard Consumer Confidence Reports only partially capture.

Chloramines were adopted system-wide to meet EPA Stage 2 DBP rules, which set limits on trihalomethanes and haloacetic acids. The strategy successfully reduced these regulated byproducts. What it didn't eliminate was the broader byproduct chemistry that forms when chloramines contact organic precursors — a chemistry that produces unregulated compounds including nitrosamines and iodinated byproducts that may be more concerning than what was regulated away.
